A lot of photo scanners offer a color restore option for restoring color to faded photos.
To get the best scan possible, make sure your scanner settings are set correctly for that particular image type e.g. colour or b/w.
An easy way to get a feel for any given scanning option is to scan the same image with different settings and compare the results.
